Karey Hanks
Founding member of the Idaho Freedom Caucus. Former House Republican running a District 31 rematch against the incumbent budget-writer. Backed by Citizens Alliance of Idaho.
Karey Hanks is a former Idaho House representative and Idaho Freedom Caucus founding member running a 2026 D31 rematch against the sitting Republican budget-writer. Her donor ledger is the cleanest in the IdahoExtremism set: Doyle Beck plus Lynn Beck, Bryan Smith plus Sharon Smith, Stefan Gleason, and Rhino PAC — the IFF inner circle and their household partners writing personal checks into one campaign account year after year. Same template the Marmon case study documents end-to-end.
Inside this dossier:
- Anti-mask-mandate legislative history during COVID through her prior House tenure. IFC bloc votes on contested floor calls.
- Founding member of the Idaho Freedom Caucus. Institutional connection to Maria Nate’s State Freedom Caucus Network operation.
- The IFF inner circle on the donor ledger, by name. Beck $1,000 (2020 P) + $500 (2022 P); Lynn Beck $1,000 (2020 P) + $500 (2022 P); Bryan Smith $1,000 (2021) + $500 ×2 (2020 P); Sharon Smith $1,000 (2021) + $500 ×2 (2020 P); Stefan Gleason $1,000 (2020 P) + $500 (2021); Rhino PAC $500 ×2 (2022 P).
- The spouse-doubled giving pattern. Lynn Beck and Sharon Smith both writing checks in the same cycles as their husbands. Family-coordinated network political investment, not personal preference.
- The same playbook arc the Marmon case study runs. Known IFC-aligned Republican who lost a prior cycle, sent back out in a later cycle on the network’s bench, against a Republican incumbent the IFF flagged for replacement.
Who she is
Karey Hanks is a former Idaho House representative running a rematch in House District 31, the Fremont / Jefferson / Butte / Clark stretch of eastern Idaho. She is a founding member of the Idaho Freedom Caucus. During her prior House tenure she introduced repeated anti-mask-mandate bills during COVID and voted with the Idaho Freedom Caucus bloc on contested floor calls.
Background per Vote Smart: BS Psychology, BYU 2011. Associate’s degree, Ricks College. St. Anthony, Idaho. Former House member. IFC founding member. Eastern Idaho geography. That places her squarely inside the East Idaho IFF operation Beck, Smith, Pruett, Hurst, and Nate run.
The rematch and the network
The Hanks D31 rematch sits on the same IFF playbook arc the Marmon case study documents end-to-end. Caldwell voters recalled Marmon in 1987. He lost four primaries between 2010 and 2022. Then he beat a Republican incumbent in 2024 when the network tripled his money and the propaganda apparatus cleared the path. The Hanks rematch is the same template applied to a different geography. A known IFC-aligned Republican who lost a prior cycle, sent back out in a later cycle on the network’s bench, against a Republican incumbent the IFF flagged for replacement.
The targeted incumbent in D31 is the sitting Republican budget-writer. The IFF Freedom Index posts a public score on every Idaho legislator’s vote against the IFF’s preferred position. Republican incumbents whose scores fall below the IFF’s preferred range are the ones the network primaries. The Hanks-vs-incumbent matchup fits that pattern.
Who funds her — the IFF inner circle, by name
The Idaho SOS Sunshine campaign-finance database shows direct, named donations from IFF leadership and their spouses to Karey Hanks’s campaigns across multiple cycles. Filtered to contributions of $500 or more:
| Amount | Donor | Cycle |
|---|---|---|
| $1,000 | Doyle Beck (IFF Board) | 2020 P |
| $500 | Doyle Beck | 2022 P |
| $1,000 | Lynn Beck (Doyle Beck’s spouse) | 2020 P |
| $500 | Lynn Beck | 2022 P |
| $1,000 | Bryan Smith (IFF Vice Chair, Idaho GOP National Committeeman) | 2021 |
| $500 | Bryan Smith | 2020 P (two contributions) |
| $1,000 | Sharon Smith (Bryan Smith’s spouse) | 2021 |
| $500 | Sharon Smith | 2020 P (two contributions) |
| $1,000 | Stefan Gleason | 2020 P |
| $500 | Stefan Gleason | 2021 |
| $500 | Rhino PAC | 2022 P (two contributions) |
Beck wrote a personal check. Smith wrote a personal check. Their spouses each wrote personal checks in the same cycles. Stefan Gleason, an IFF-network donor, gave across cycles. Rhino PAC, a network-aligned IFF vehicle, paid into both 2022 reporting periods. Six separate IFF-network names sit on the donor ledger of one Idaho House candidate.
This is the IFF inner circle and their household partners writing checks directly into one campaign account, year after year — not coincidence, and not individuals who happen to share Hanks’s politics.
Citizens Alliance of Idaho PAC also backed Hanks in the 2024 cycle. Per Steve Taggart’s April 7, 2026 Political Potatoes investigation, CAI is the Idaho state PAC affiliate of the national Citizens Alliance of America (CAA). The CAI funding architecture, donor profile across cycles, and out-of-state pipeline live on the Citizens Alliance organization page and the Follow the Money investigation.
Citizens Alliance of Idaho PAC backed multiple Idaho Freedom Foundation-aligned candidates in the 2024 Republican primary cycle. The full CAI funding architecture is documented in the Citizens Alliance organization page and the Follow the Money investigation.

What she’s voted for
During her prior House service, Hanks introduced multiple anti-mask-mandate bills during COVID. She voted with the Idaho Freedom Caucus bloc whipped by Maria Nate’s State Freedom Caucus Network on contested floor calls.
The Idaho Freedom Foundation runs a Freedom Index that grades every legislator’s votes against the IFF’s preferred positions. The index lives at index.idahofreedom.org.
Where she sits in the network
District 31 in eastern Idaho overlaps with the Bonneville County / IFF / Doyle Beck / Bryan Smith axis. Beck anchors the East Idaho IFF operation from his board seat. Smith is IFF Vice Chair and Idaho GOP National Committeeman. Pruett’s Honor Idaho rebrand announcement of February 11, 2026 carried a Rigby, Idaho dateline, the same East Idaho anchor.
The Hanks rematch fits the broader pattern. Citizens Alliance / IFF-aligned candidates run primary challenges against Republican incumbents who do not sufficiently align with the IFF policy stack. The targeted incumbent here is the sitting Republican budget-writer. The replacement candidate is a former IFC founding member with a record of voting the IFC bloc when she was last seated.
