Dustin Hurst runs the day-to-day machinery of the Idaho Freedom Foundation’s electoral and propaganda operation. His 2023 move from IFF Vice President to Senior Director of Development at People United for Privacy was cosmetic — he is still Idaho Freedom PAC Treasurer and the registered agent on Pruett’s Honor Idaho 501(c)(4). In late 2023, an Idaho judge granted a three-year civil stalking injunction against him after a hearing.

Inside this dossier:

  • Still IFPAC Treasurer per Idaho SOS Sunshine 2024 cycle filings. The man whose home-address-doxxing produced the injunction signs the checks for the IFF’s electoral arm.
  • Registered agent on Pruett’s Honor Idaho per Idaho SOS Business Entity Search. The 501(c)(4) Pruett rebranded from I2AA in February 2026 lists Hurst on its registration paperwork.
  • PUP Senior Director of Development under Heather Lauer since early 2023. PUP is the national 501(c)(4) chaired by IFF co-founder and board member Heather Lauer. The cosmetic move kept the financial signature in his hands.
  • “Point man” and “shot caller” of the IFF political machine per Political Potatoes. The operator who tells the YAL / Make Liberty Win, IFPAC, Citizens Alliance, and Mobilize the Message rails which Idaho Republican primary candidates to back.
  • Bryan Smith represented him pro bono in the Bonneville County CV10-21-1197 defamation counterclaim. Per the petitioner’s published account, Smith dragged the proceedings out with motions to compel; Hurst later admitted he paid no legal fees.

Who he is

Dustin Hurst runs the day-to-day machinery of the Idaho Freedom Foundation’s electoral and propaganda operation. His public title since early 2023 is Senior Director of Development at People United for Privacy (PUP), the national 501(c)(4) chaired by IFF co-founder and board member Heather Lauer. The move from IFF to PUP was cosmetic — the financial signature and the legal signature both stayed his.

Two roles still in his name on Idaho public filings:

  • Idaho Freedom PAC (IFPAC), Treasurer. IFPAC is the IFF’s electoral arm. Hurst signs the checks. Current per IFPAC’s own About page and 2024 cycle SOS Sunshine filings.
  • Honor Idaho, Registered Agent. Honor Idaho is the rebranded vehicle for Greg Pruett’s Idaho Second Amendment Alliance, restructured as a 501(c)(4) culture-war platform in February 2026. Per the Idaho SOS Business Entity Search, Hurst is listed as registered agent on the entity.

Before the cosmetic move to PUP, Hurst was IFF Vice President / Communications Director / News Director for years. He is also a Club for Growth Foundation Fellow, a Boise State graduate, and a Boise resident.

Political Potatoes calls him the “point man” and “shot caller” of the IFF political machine. He is the operator who tells the YAL / Make Liberty Win, IF PAC, Citizens Alliance, and Mobilize the Message rails which Idaho Republican primary candidates to back.

The civil stalking injunction

In late 2023, an Idaho judge granted a three-year civil stalking injunction against Dustin Hurst after a hearing. The injunction was sought by an Idaho political journalist whose home address Hurst had published online and who Hurst had publicly threatened to visit at home. The petitioner published the underlying account (with an image of the court-document filing) on Political Potatoes:

“After reviewing the evidence in a court hearing, a judge granted me a three-year civil stalking injunction. The ruling was clear: Dustin Hurst had engaged in multiple instances of stalking.”

Per the same petitioner’s published account on Political Potatoes, the conduct documented in the proceedings included:

  • Doxxing, publishing the petitioner’s home address online without consent
  • Public threats, explicit social-media statements to visit the petitioner at home, alongside Hurst’s “Freedom Bros” podcast co-host Greg Pruett
  • Escalation of attacks against the petitioner during a period when the petitioner’s son was in pediatric ICU
  • Refusal to apologize when given the opportunity

Per the petitioner’s published account, the same petitioner has been the target of multiple SLAPP-style legal actions by IFF-aligned operators across the same period. None of those actions has produced a judgment against the petitioner.

The man who signs the checks for Idaho Freedom PAC, who moves the money that pays for IFF-aligned primary campaigns, is the respondent on an active three-year civil stalking injunction, granted by an Idaho judge after a full hearing.

The compensation — what Lauer pays Hurst at PUP

Per Political Potatoes’ Dorothy Moon PAC piece (Dec 2025), citing a post by Rep. Heather Scott on X, the People United for Privacy compensation arc:

  • Heather Lauer, nearly $300,000 / year as PUP’s executive lead
  • Dustin Hurst, $140,000 / year as Senior Director of Development

Lauer and Hurst are both on the PUP payroll. Lauer is also the Idaho Freedom Foundation board member whose IFF hired Dave Reilly, the white-nationalist content writer whose Idaho-press-exposed hiring drew widespread coverage. Per Political Potatoes: “The organization supposedly devoted to protecting privacy employs a man who violates its own mission statement.”

The 2021 lobbyist-registration fine

In July 2021, Hurst was fined by Idaho regulators for breaking the state’s lobbyist-registration law while serving as IFF Vice President / Communications Director. Both Idaho Press and Idaho Education News covered the matter by name.

Lobbyist-registration laws exist so the public can see who is being paid to influence what bill. A communications operative for a 501(c)(3) policy-advocacy shop who skips that step, gets caught, and gets fined leaves a mark on the relationship between his organization and the lawmaking process. The mark is on the record.

The Pruett-Hurst Freedom Bros Podcast

In April 2023, Keep Idaho Free announced “Pruett, Hurst Partner to Present Freedom Bros Podcast”, a co-hosted partnership between Greg Pruett (the propaganda-network operator behind Idaho Dispatch / Honor Idaho / GregPruett.com / Keep Idaho Free) and Hurst (the IFF operative whose registered-agent signature sits on Honor Idaho’s Idaho filings).

A co-hosted podcast between the IFF’s communications operative and the propaganda-network operator is a published artifact, not an inference — same two men, same microphone, same audience. Calling the IFF and the Pruett network “independent voices” stops being defensible the moment they publish a joint episode.

Documented operations — the spoiler-scheme pattern

The “shot caller” framing in the Political Potatoes archive is anchored to specific documented operations across the 2020-2024 cycles:

2020 — IFF endorsement of Ammon Bundy against Gov. Brad Little

Per Idaho Statesman opinion coverage, when Ammon Bundy ran as an independent against Republican Idaho Gov. Brad Little in 2020, the IFF political arm under Hurst threw its support behind Bundy. The Salt Lake Tribune later called Bundy “Idaho’s most-wanted political figure” by 2024. The IFF picked Bundy over the sitting Republican governor.

2024 District 26 — how Hurst and Spoon helped a Democrat win

Idaho Senate District 26, 2024 cycle. Laurie Lickley won the Republican primary unopposed on May 21, 2024. Democratic incumbent Ron Taylor (Hailey) was unopposed in his own primary. Kala Tate filed as an Independent for the November general election after the Republican primary was already over.

Per Idaho Secretary of State certified results carried at Ballotpedia and Idaho Statesman, the November 5, 2024 outcome:

  • Ron Taylor (D, incumbent): 10,319 (45.6%)
  • Laurie Lickley (R): 9,952 (43.9%)
  • Kala Tate (Independent): 2,380 (10.5%)

Taylor defeated Lickley by 367 votes. Tate’s 2,380 votes were 6.5 times the margin. The math is the receipt.

Ryan Spoon, Idaho Freedom PAC director and Ada County GOP Vice Chair, attacked Lickley directly and verbatim during the cycle. November 20, 2024:

Idaho Freedom PAC made approximately $2,260 in independent expenditures supporting Tate, per the Statesman reporting at the link above. The financial trace through McShane LLC, Citizens Alliance of Idaho, and Magic Valley Liberty Alliance is documented in the Spoiler Alert: Kala Tate IFF piece.

Tate herself, post-election, named the operating intent on the record. Per Idaho EdNews and Twin Falls Times-News reporting:

Tate added that she ran as an Independent “to battle that race out with the RINO and the Democrat to see if I could steal some conservative votes.”

Hurst’s reported response to the result: “We did it. We freaking did it.” And on his account, framing the new Senate dynamic: “Dear liberals: Stay the hell out of the Senate caucus.” Per contemporaneous @politicaltaters coverage, the IFF-aligned operating circle named Spoon and the IFF Mafia as having worked “so hard to help a Democrat defeat Laurie Lickley.”

Lickley’s documented record before the cycle was a consistent conservative voting record per Jerome County GOP Chair Rob Williams. There is no public-record evidence of a party switch, voter-registration change, or Democratic filing on her side. The “she votes like a Democrat” framing was the campaign argument; the documented finance and the candidate’s own admission established the actual operation.

The hypocrisy: an operative whose public posture is to label other Republicans “Democrats” and “RINOs” funneled PAC money into an Independent spoiler whose stated goal was to bleed conservative votes off the Republican nominee. The result kept a Democrat in the seat. Hurst celebrated.

2024 Blaine County — helping a Democrat defeat a Republican

Per Political Potatoes’ “Idaho GOP Political Violence” piece, Heather Lauer (PUP / IFF board / Blaine County Republicans Chair) and Hurst worked together with Spoon “to help a Democrat defeat a Republican” in Blaine County. Same playbook, different direction. An IFF-aligned operator quietly engineering the loss of the actual Republican candidate.

2024 — “shot caller” point-man function

Per Political Potatoes’ “Zuiderveld / Maloney / YAL” piece, citing an IFC insider on X: “Hurst appears to be the point man helping determine which candidates receive support from YAL, IF PAC, and Mobilize the Message. Without their Idaho insider, how would the organizations in Texas and Florida know where to direct their resources?”

National PACs in Texas, Florida, and Virginia do not naturally know which Idaho races to flood with cash. Hurst is the operator who tells them.

The “Dustin vs Everyone” Substack

Hurst publishes commentary at his personal Substack DustinvsEveryone. Per Political Potatoes’ “Donut Diplomacy” piece, Hurst’s pre-session 2026 commentary “doesn’t treat outcomes as open questions.” He predicts in advance that LAUNCH will not be repealed, the grocery tax repeal will not pass, and “leadership won’t listen.” Every loss is called before the gavel drops.

Think about who that frame benefits. An operator whose paycheck depends on the IFF political machine never running out of enemies writes every legislative outcome as a betrayal in advance. If the IFF position wins, the network takes credit. If it loses, the network has its martyr. Both outcomes pay the same fundraising email.

The network calls Hurst a communications operative. An Idaho court calls him the respondent on an active civil stalking injunction. The PAC filings call him the treasurer of the entity funding the candidates. The podcast calls him Pruett’s co-host. All four are him.
